Fort Worth city staff is recommending that the City Council approve millions more dollars in incentives to see that an $82 million seven-story apartment complex is constructed on property adjacent to University Drive and the Trinity River.
The city would give Trademark Property Company grants totaling $3 million over 10 years beginning in 2029.
The development is part of Trademark’s WestBend Phase II development. It would include 4,500 square feet of commercial space.
The council is being asked to amend and existing economic development program with FW River Plaza LP, an entity of Trademark. The city agreed to give Trademark more than $2 million to build the first phase. Those installments will end in 2026.
The agreement would be authorized by Chapter 380 of the Texas Local Government Code that includes loans and grants of public money to businesses and entities that the City Council determines will promote state or local economic development.
In addition to the property, with a minimum of $65.3 million in taxable value, the developer is also committed to complete the project by July 31, 2028; and install of a “vehicular connection” from Collinsworth to River Run Drive.
Trademark must also make a “good faith effort” to find a retail entity or market for the first phase of the development. A grocery store once occupied the space.
The developer will also be responsible for a trailhead linking the complex to the Trinity Trails and trail amenities, such as a bike repair station, public art, and outdoor seating.
The council will vote on the matter on Tuesday.
WestBend South will be an approximate 505,000-square-foot complex at 1701 S. University Dr., according to a Texas Department of Licensing and Regulation filing.
The complex will consist of 300 units and include a two-story parking garage, two residential lounges, and retail space.
Merriman Anderson Architects Inc. of Dallas is the design firm on the project. According to the filing, construction is scheduled to be complete by the end of December 2026.
On the site of the future WestBend South formerly stood Residence Inn, which opened in 1983, and later Hawthorn Suites.
The $53 million first phase is a 281,000-square-foot mixed-use development, with 190,000 square feet of office and 90,000 square feet of retail space. The first phase was completed in 2015.
Trademark is soon to start work on the redevelopment of Lincoln Square in Arlington as a mixed-use development.
Its other notable projects in Fort Worth are the Alliance Town Center, which it undertook in a partnership with Hillwood, and Waterside along Bryant Irvin Road at the site of the former Lockheed Recreation Area.
